How do you take the kind of picture with movement everywhere in the frame, except in one focal area?
For example, if taken of a person from across a city street, there would cars going by and people walking past them, but they themselves would be crystal clear.

In both of these types of pictures a long shutter speed is used. In the first one you release the shutter and follow the subject with your camera. In the water shots you keep your camera still (probably on a tripod) and you release the shutter for about 1/2 a second or more.
