It’s on the manual setting. I remember years ago when I did photography at school and used 35mm SLR cameras, the tutor said we must aim to get the arrow in the middle of the the plus and minus sign. on the line. is that right? is that the same on digital slr cameras?

It is the exposure indicator.
if the arrow is towards the + then your overexposing (according to the camera meter). If towards the – then you are underexposing.
Yes, digital slr cameras have some sort of indication of over or under exposure. Not necessarily looking exactly the same as that though.
